Inception Meeting with Mr. Homer Alcon, Project Manager and Ryan Vincent Lim, Project Staff of the Productivity Development Center, Development Academy of the Philippines to handle the ISO-QMS activities during the duration of the QMS Program.  Discussed and agreed on the Workplan with actual details of trainings / workshops.

Conducted ISO-QMS Process Walkthrough.  Attended by different Bureaus / Services and Field Offices.

Mr. Homer Alcon conducted interview to measure / quantify the existing situation of DOE with regards on the following:

  1. DOE Process on Anti-Red Tape Act (ARTA)
  2. Deployment of SPMS
  3. Improvement on OPCR and IPCR
  4. On leadership aspect as required in the QMS
  5. Management of Risks and Opportunities
  6. General Services Maintenance Performance Evaluation
  7. Document Control / Tracking System
  8. Review of contract processes including Manuals, among others.

Outputs / results of the discussion will be part of the activities/workshop particularly on procedures that needs to be improved / streamlined such as processes in the Citizen Charter.

Conducted ISO-QMS Orientation.  Attended by different Bureaus / Services and Field Offices.

Mr. Homer Alcon discussed the following:

  1. Why the need for a Quality Management System in the Government;
  2. What and Why ISO 9001;
  3. Legal Basis of the Quality Management System in the Government;
  4. Goal of Government Quality Management  program;
  5. Composition of the Government Quality Management Committee Chaired by Department of Budget and Management, Co-Chaired by DTI and GQMP structure from the Office of the President (OP), Department of Interior and Local Government (DILG) and the Development Academy of the Philippines (DAP);
  6. Quality Management Principles / Benefits / Requirements;
  7. The 2018 DAP ISO 9001:2015 QMS Beneficiaries from the Academe, i.e. Palawan State University, Central Philippine State University, Camiguin State University, Kalinga State University, and Northwest Samar State University.  National and other agencies includes DOE, DOH and DILG other offices not yet covered by ISO 9001, National Museum, Komisyon ng Wikang Filipino, Kagawaran ng Edukasyon, Optical Media Board and Public Attorney’s Office;
  8. Structure of ISO 9001:2015 QMS particularly on Clause 5 –Leadership and Top Management Commitment;
  9. Signing on Pledge of Commitment by Top Management and Staff, among others.

 

Further discussion on the Structure of ISO 9001:2015 QMS will be discussed on May 7-8 and 10 on the Requirements of the Standards.
