Philippine Power Industry Study Tour. The Vietnamese officials from the Ministry of Industry and Trade (MOIT), headed by Vice Minister Hoang Quoc Vuong, and the Electricity of Vietnam Corporation (EVN), headed by Vice President Duong Quang Thanh, met with Department of Energy (DOE) Chief of Staff and Undersecretary Josefina Patricia M.
