Overview and Executive Summary
Romblon is one of the archipelagic provinces in Region IV-B or the Mindoro, Marinduque, Romblon and Palawan (MIMAROPA) Region. On a regional context, MIMAROPA positions itself as a “Destination of Choice” for travelers and investors because of pristine tourist attractions and its drive for economic expansion.
Hailed as the “Marble Capital of the Philippines,” Romblon boasts of very high-quality marble coming in four (4) different shades – green, white, black and red. Based on the DENR - Mines and Geosciences Bureau’s (MGB) estimates, marble deposit is around 150 million metric tons and may last up to three (3) centuries more considering current extraction rates.
A look at Romblon’s three major economic sectors points to Services consistently having the highest contribution in the Gross Regional Domestic Product (GRDP) for the period 2017 to 2018. In 2018, it had the highest share at 47.8 percent followed by industry at 33.1 percent and Agriculture, Fisheries and Forestry (AFF) at 19.1 percent.
The development of the Romblon Energy Plan (REP) is guided by the Department of Energy’s (DOE) strategic thrust of formulating local energy plans and serves as a response to the MIMAROPA Regional Development Council (RDC) Resolution Nos. 2015-053-4371 and 2015- 053-4382. While these resolutions focused on the formulation of an island power development plan, the DOE views it fundamental to cover the entirety of the energy system tackling both power and non-power (e.g. oil) as both are necessary to run the local economy. Ensuring the sustainability of the local energy planning initiative also entailed the DOE into entering into a cooperative undertaking with local stakeholders led by the Provincial Government of Romblon.
Romblon, as envisioned in this plan, aims to have a sound energy system. Anchored on Ambisyon Natin 2040, the plan seeks to provide Romblomanons with a strongly-rooted, comfortable and secure life through the provision of sufficient, dependable, environment- friendly and sustainable energy supply at reasonable prices and responsive to the needs of the populace.
The REP is an integration of sectoral plans and programs and targets on achieving energy development including attaining 100.0 percent household electrification by 2022 consistent with the National Government’s Total Electrification Program (TEP) and facilitating the entry and development of renewable energy (RE) to have a hybrid power generation system contributing to its higher level of energy self-sufficiency.
