WHEREAS, Section 2 of Republic Act No. 8424 or the  " Tax Reform Act of 1997," as amended, declares it a policy of the State to: (i) promote sustainable economic growth through rationalization of the country's internal revenue tax system, including tax administration; (ii) provide, as much as possible, equitable relief to a greater number of taxpayers in order to improve the levels of disposable income and increase economic activity; (iii) create a robust environment for the business sector to enable firms to compete better in regional and global markets; and (iv) ensure that the Government is able to provide for the needs of those under jurisdiction and care;
