Adopting Further Amendments to the Wholesale Electricity Spot Market (WESM) Rules and the WESM Manual on Registration, Suspension and De-Registration Criteria and Procedures
(Provisions on Preferential Dispatch of Renewable Energy Generating Units)
WHEREAS, Section 30 and 37(f) of Republic Act(RA) No. 9136 or the "Electric Power Industry Reform Act of 2001" (EPIRA), provide that the Department of Energy (DOE), jointly with the electric power industry participants, shall establish the WESM and formulate the detailed rules governing the operations thereof;
