Updated Process for the Issuance of Order of Payment through the Collection Monitoring System Version 2 (COMSV2)
The Department of Energy will implement the updated process of collection or the Collection Monitoring System Version 2 (COMSV2) starting August 7, 2023. Under the updated process, Applicants will still request for an Order of Payment (OoP) through the PELP System (pelp.doe.gov.ph) to prompt the generation of the Billing Statement. EUMB-EPRED will facilitate the processing of the Billing Statement, which will be sent via email ([email protected]). Upon confirmation of the applicant, through the same email thread, the DOE-Accounting Division will proceed with the issuance of the Order of Payment, through email, and payments may be made either through Over the Counter (OTC) Bank Deposit, Online Transfer transactions or On-Site payment at the DOE Treasury Division. For payments made Online or through OTC Deposit, an Official Receipt will be sent via email after validation of payment. For on-site cash payments at the DOE, the Official Receipt will be physically issued by the DOE Treasury Division.

Advisory: Clarification of the Energy Label Specification
We would like to inform all PELP Applicants and stakeholders that the default font sizes in the Energy Label AI File and the Energy Label JPEG File, following a successful Energy Label Request through the PELP System, will be considered as the official font sizes. In the printing, reproduction, and posting of the Energy Labels, the default font sizes for all the texts within the said AI and JPEG Files need not be changed.

System Maintenance of the PELP System Online Registration
This is to inform all applicants and stakeholders that the PELP System Online Registration will undergo a scheduled maintenance on 01-02 April 2023.
The system maintenance will be conducted to incorporate the new energy label designs for Lighting Products, Television Sets, Air-Conditioner, and Refrigerating Appliances. As such, all energy labels that have been issued prior to the aforementioned system maintenance will not be in\/alidated. During the maintenance period, all services under the PELP System will be temporarily disabled. The System will resume accepting registrations on Monday, 03 April 2023 at 9:00 a.m.
Under the PELP, all manufacturers, importers, and distributors of Energy Consuming Products (ECPs) are enjoined to register their company and products through the PELP System Online Registration. The DOE Energy Labels may also be requested through the same platform. ADVISORY : Updating of Product Sales Inventory Report
Relative to PELP Registration, the DOE would like to inform all PELP-registered companies that the deadline for submission of Updated Product Sales Inventory Report, for purposes of requesting for Certificate of Exemption, will be on January 31, 2023. As stated in the PELP Implementing Guidelines, product models already in the market prior to PELP implementation but have either failed the prescribed Minimum Energy Performance (MEP) requirement or have been phased out or discontinued in production may apply for a Certificate of Exemption provided that these models are declared in the PSIR and no additional stocks of the same model will be produced, distributed or sold to retailers. All PSIR submissions and update requests for this purpose will no longer be accepted after January 31, 2023.
On the other hand, for updating of Company Registration documents, i.e., Business Permit and annual PSIR (2022 inventory) will be accommodated until May 31, 2023. Applicants may request for PELP Company updates through email at [email protected].

Call for Applications for Recognition of Testing Laboratories (RTL)
The Energy Efficiency & Conservation Performance Regulation and Enforcement Division of the Energy Utilization Management Bureau (EPRED - EUMB) is now accepting applications for Recognition of Testing Laboratories in line with the issuance of Department Circular No. DC2022-03-0005 “Guidelines for the Recognition of Testing Laboratories for the examination, testing and verification of the Energy Efficiency of Energy-Consuming Products (ECPs) and the Fuel Efficiency of Transport Vehicles, including the Issuance of Certificate of Endorsement to the Board of Investments (BOI) for Fiscal Incentives” which was signed last March 10, 2022.
This call for application is in anticipation of the volume of ECPs that will register under the PELP Online Registration system. Also, to manage the processing of application and minimize queuing time of ECPs for testing in various laboratories.

Clarification on the Transitory Provisions in the DTI MC 22-09, "Supplemental Guidelines for the Implementation of DAO 22-01, series of 2022"
The Department of Trade and Industry (DTI) has issued Memorandum Circular 22-09 entitled, "Supplemental Guidelines for the Implementation of DAO 22-01, Series of 2022", which was published in The Philippine Star and Daily Tribune on 08 June 2022 and became effective on 09 June 2022. The said Circular defined the scope of products for safety and performance, specifically for air conditioners, refrigerators and lighting products and included transitory provisions to adjust the requirements introduced by DTI Department Administrative Order (DAO) 22-01.
Under the Transitory Provisions in Rule 5.1 of DTI MC 22-09, performance requirements or submission of energy labels for PS/ICC applications shall be required by the DTI-BPS starting 05 September 2023. This should not be confused with the DOE's mandatory compliance to energy performance and labeling requirements which is already in effect. Under DOE Department Circular DC2020-06-0015 and its Implementing Guidelines, all manufacturers, importers and distributors of energy consuming products shall comply with energy performance and labeling requirements effective June 18, 2021. DOE will also conduct Enforcement, Monitoring and Verification activities starting November 2022 for lighting products and January 2023 for other covered ECPs.

Implementing Guidelines for the Specification, Dimension, and Presentation of the Energy Label
The DOE has issued the Implementing Guidelines for the Specification, Dimension and Presentation of Energy Labels under the Philippine Energy Labeling Program (PELP), which provides for the standardized design and presentation of the energy label. The said issuance also includes the template for the starless energy label for energy consuming products that have yet to have a Minimum Energy Performance (MEP) requirements.
The said issuance has been signed on 15 June 2022, published on 23 June 2022 in BusinessWorld and the Daily Tribune, and will take effect on 08 July 2022.
Energy labels issued by the DOE prior to the implementation of the said IG shall remain valid 12 months from the date of its issuance.

Extending the Acceptance of Test Reports from PS-licensed testing facilities to December 31, 2022
The EUMB-EPRED is extending the acceptance of Energy Performance Test Reports from PS-licensed testing facilities for PELP registration to December 31, 2022 prior to the official Enforcement, Monitoring and Verification (EMV) activities of EUMB-EPRED on January 2023. This was brought about by concerns regarding queue build-up of product testing requests in ISO 17025 accredited facilitie and those with on-going accreditation.
