Under Section 6 of Executive Order No. 30, the Secretariat of the EICC will be headed by the DOE. The DOE may request representatives from other member agencies as may be needed.

Under Section 3 of DOE Department Order No. DO2017-10-0012, the Energy Policy and Planning Bureau (EPPB) serves as EICC Secretariat.
