Pursuant to Section 60 of
Republic Act No. 9136 or the Act, Rule 31 of the Implementing Rules and
Regulations (IRR) of the Act and section 5 and 6 of Executive Order (EO) No. 19,
the Energy Regulatory Commission (ERC) hereby adopts these Guidelines to govern
the application for rate reduction filed by the Electric Cooperatives (ECs).
